I have a photo of several people sitting at a table and I need to make their faces unrecognizable (this is a wide shot, their faces aren‘t large in the frame). Can anyone suggest how to make their faces look blur, as in subject movement, without making them look scary? I use Photoshop CS2. Any suggestions appreciated. Thank you.

Use the Elliptical Marquee Tool to loop the faces, Select/Modify/Feather lastly, apply the blur filter to taste.

Motion blur might look more natural.

Duplicate the image and blur the whole thing. Then put a black mask on that layer and paint with white on the faces you want to blur. That's easier than selecting in advance of blurring.
