Photo Elements - Layering

Be it Photoshop 7 (which i dun hav 1) or the Photoshop Elements 2,
could anyone advise how to do layering from 1 to another?
I read abt but no hands on, thus still unable to do so.
Can anyone help or guide?

What I meant was from an original or originals source, eventually creating a new layer to form a new pic. Thanks
