Maybe it failed 40 secs after launch coz one of Reagan's Era Star Wars satellite fired a laser/particle beam/EMF pulse and caused it to explode?? Seems like a viable way of solving this problem. North Korea thinks its a faulty missle and the rest of the nations can rant about how North Korea has defied everyone and impose more sanctions....
