Probably because when you shoot with a flash,the camera switches to a smaller aperture, thus increasing DOF. Plus the faster shutter speed of course.

Yes you may, but I can't say 'YES' with any certainty... It all depends on the ambient light, and so on.
If the ambient light is sufficient, you will still capture some movement.

Well yes, it's called rear curtain sync. But that's used more for fill flash or for "special effect" shots.
 

I did a little test today. Shutter speed of 1/30 and 1/250 second with flash will freeze the blades of the fan.

As such I think shutter speed have little impact when using flash unless ambient light is bright.

Please correct me if I'm wrong.
