Behalf of a friend, a query. Hur hur

Do you need to apply for a license to wear a ninja costume for halloween, in public?
If yes, where?

Not too familiar with the costuming or martial arts scene, so i pose the query to the floor.

but might be good to bring the costume to change "at-location" instead of walking ard with it and scaring tons of ppl into calling triple-9 ;p
