1. in what area is critique to be sought?
Composition and color balance on photo.

2. what one hopes to achieve with the piece of work?
Hope to capture the nice building lightings against the night sky.

3. under what circumstance is the picture taken? (physical conditions/emotions)
This is my first night scene shot as I'm new to photography. Setting used was f13, iso 200 and 20". D90 with 18-105 kit lens.
Auto WB with vivid mode.

4. what the critique seeker personally thinks of the picture
Did some light editing to the photo, (straightening, increased exposure & increased vibrance).
I am not very sure what the flare on the left is caused by. Can it be dust but this is the only photo with flares?
Sky color is not very pleasing, what kind of steps or editing settings can I improve on it and for future night shots?

Looks overexposed. The flare is from the moon. If you are using a lens filter, remove it.
 

Good point, will consider that filter factor when doing night shots in the future.
 

A bit too warm in the White Balance.
 

Composition:
Moon and MBS fighting for attention. You need a better angle. Walk around more before settling on a spot.
MBS looks like it's toppling. You need to straighten it more.

Exposure:
Over exposed. Most of the detail on the buildings are blown.

Color Balance:
Either sky is not blue enough, lights are too yellow.
 

the moon caught my attention rather than the MBS...
