Hi,
Fairly new to photography and would appreciate some comments

1. in what area is critique to be sought?

Would love feedback on
a) Overall Composition
b) Editing

2. what one hopes to achieve with the piece of work?

In this shot I wanted to show the vibrant effect of lights and greenery as well as the calmness of the koi-pond and fountain ( long exposure)

3. under what circumstance is the picture taken? (physical conditions/emotions)
Taken in the still of the night. Feeling very calm and serene.

4. what the critique seeker personally thinks of the picture
Overall I think the sharpness and vibrancy of the image is good. The composition could be improved, since i took the shot from my 12th floor bedroom looking down from a Tripod, so I had limited choice to position the camera.
However, would love to hear thoughts from others.

Thanks

your elevation is too high. from level ground to up to 3 floors up, you will still retain the charming notion of the viewer looking out of a colonial style mansion upon the quaint visage.
