Newbie Q - Why the portrait shot never cover full head?

I am wondering why the photog seldom cover the entire head?

I mean, for the "face" shots, some hair, others pigtails out of the frame.
Maybe photog wants to emphasize the face.

Its a different style of shooting portrait. Not every potrait have to show everything ( the whole body, background, etc). depends on what you want to portray in the photo. Most of my portraits are close-up too, cause I like to show the expressions of my subject, in this case mostly my baby girl...
