i'm looking at the nikon range..

nikon d60 or nikon d70? what do you recommend?

and lens, i have no idea what to get. what do each lens do?
eg. Nikkor AF-S 18-200mm f/3.5-5.6 G IF-ED VR II DX
Nikkor AF 24mm f/2.8D

Is D70 still available?

18-200mm allows you to focus "near" and "far". It will be good for general purpose usage from taking portraits to landscape or travel.

get a D80
the D70 is outdated, and the D60 lacks upgradeability due to the lack of inbuilt motor allowing auto focusing on all lenses. (D60 can only auto focus on AF-S Lenses).
 

Ever considered a Sony? :)
 

Please also check out on google the difference.
D60 and D70 are in different leagues.
D60 is an entry level camera, and the D70 is a mid-range level camera.
The D60 and D70 are also 5 years apart in term of launch.
The 18-200 is a General All Purpose Zoom lens while the 24 f/2.8 is a prime lens which can't zoom and has constant aperture.

What camera and lens you get depends on your budget and what you're looking for. Since you're talking about the Nikon range, you need to ask yourself about your skill level. D40 and D60 is for entry-level, meaning beginners in photography. After that there's the mid-level or prosumer level for imtermediate users like the D80 I'm using. Of course there's the professional range for pros, which I don't think you'll be dabbling in.

For lenses you need to look at the purpose you're using the lens. For shooting wildlife and sports, I recommend a telephoto with a low fstop

Ultimately it's about what you want

depends on your needs,

both can produce good results, as long as you are aware of the constraints, simple as that
