need help on resizing

say i have a picture of 12.8inches in height and 8.53 in width, 300dpi.
can i just resize in cs3 to a2 size with similar 300dpi?
a2 is about 23.4 x 16.5inch

yes you can, however, you won't add any details on upsampling.

an old school way is to write an action to upsampling 10% at a time, till you reach the desire image size, you may add USM on the finish size.

yes you can. it's just a 400% upscale.
just upres it and do a small unsharp mask.
