ND AND Vari-ND filters: Hoya vs B+W vs Heliopan

hi guys,

im thinking of getting 1 but need some opinions on:

hoya nd400 (9 stops) v.s. b+w nd110 (3.0) (10 stops) v.s. heliopan nd3.0 (10 stops).

anyone bought these filters locally before? any idea about pricings (i couldnt find it at the normal filter pricing guide on clubsnap)?

I heard of heliopan nd4.0 (13stops). anyone bought or used before locally? any idea of price?

finally, what are the reviews of the cheap vari-nd filter found here (by photoartist):

i am using a canon 400D with tokina 11-16 f2.8 (i suspect the cheap vari-nd filter will cause problems esp with my UWA)

You confirm that you need 9 or 10-stop ND filter? :)

Vari-NDs, from what I've read and heard, used to cause a lot of weird problems like banding, IQ degradation, etc.
I think the latest designs are better. Not sure what they've done to improve it. There's a Kenko one which seems pretty good.

B+W filter can get off mass seller(s) in ClubSNAP.
