It's a typo error. The manufacturer specs indicate that it is 20kg max load.

Yes, it comes with the "stone bag".

BTW, for those who are not sure what the "stone bag" is for. It is actually a small pouch to put stones in and hang at the hook at the bottom of the center column to weigh down the tripod. Afterall the tripod is quite light and you won't want to risk a strong wind blowing the tripod down.

Anyway, the tripod comes with a carrying case as well as the stone bag

I believe he knew what is the max load means but even the link that you gave shown the SHERPA PRO CF-540 max load as 6kg, 3 kg as suggested load.
