Bracketing, in simple terms, really means to shoot one at the metered value, and a certain number of shots at either side of it. The 1 stop, 1/2 stop, 1/3 stop just describes how much increment/decrement on either side.
Suppose your meter says 1/125 @ f/16.
If you bracket 1 shot on either side at 1 stop, you get 2 additional shots at 1/60 @ f/16 and 1/250 @ f/16 (or 1/125 @ f/11 and 1/125 @ f/22)
Some digital cameras also have auto-bracketing features, i.e. they will automatically take a sequence of shots with +/- exposure compensation in addition to the camera-metered shot. No cost other than memory card space, and it is certainly a helpful feature in tricky lighting situations.
