It has happened before with a passenger going to Singapore from Amsterdam, the customs planted a bag of drugs (think it was cannabis) in a passenger luggage and forgot ot take it out after the sniffer dog found it as he was called to go to another place....the passenger went to Singapore and luckily alerted the customs that his luggage was opened
