the picture communicates the harsh cold wind well. will be interesting to see a series of picture depicting winter's cold in similar method. at present the ambiguity of the picture's flatness doesn't quite communicate a clear intent. not that it's wrong, but when you get to learn photoshop or other image editing software, you might want to adjust the 'levels' of the picture to get something like this

after which you can consider how to express your idea through the picture, for example accentuating the snow through a 'brighter' picture like this

or accentuating the cold through a 'darker' picture like this
