Lenses made for APS-C size

Lets say we have a fixed focal length (28mm) and it is made for APS-C. When are mounted on a DSLR with a crop factor of 1.5, does this lens gives a true 28mm focal length? or will the crop factor still have to be applied and becomes 42mm?

crop factor still have to apply. on different body with different crop factors, the field of view will be different.
 

so what diff does it make to have the lens made for APS size?
 

the difference is that it's supposed to be smaller, cheaper and you cannot use it on your full frame cameras....
