Lens problems-help

Hi guys, I brought my lens for a check up since I see some fungus growing. Then to my horror, I was told that there is "lens fog" too.....one shop told me cannot repair, another told me $100+ to repair, then might as well buy a 2nd hand pc....

Can I know what is "lens fog", how is it formed and how to avoid it?
