Which is better in terms of exposure for night shots of highway?

wats the diff other than changing slightly the aperture value?

exposure time remains the same at 20sec.
focal length remains the same, and the framing is unchanged either.

juz happen that for the 2nd pic no cars are running on the 1st lane thats all....

There isn't really much difference between f11 and f13, except that the star effect of the street lights is better delineated when stopped down. You get slightly more light on the buildings as well. The minute differences is not enough to make either of the photos better or worse than each other.
