Hi - my standard image processing tasks in PS usually include:
Unsharp mask
Levels adjustment
Resize (up or down)
Is the order that I do these important (eg is it better to resize - before doing the levels, etc?)

to preserve image quality, sharpen only after u do the rest.
 

Better to resize first. I'm not sure whether is it better before doing the levels, but i'm sure after resizing (i refer to resize down, hardly got ppl resize up), whatever adjustments u want to perform, it will be quicker and more efficient.

Leave the unsharp mask process till then end.

What ever your step with the image.
The most important first step is to backup your original image.

My workflow
resize using crop tool> resolution 300
then all the enhancement tools > (try not to use the level) use curves instead; hue/saturation, etc.
save as .psd format

apply USM and then Fade USM (Luminosity) before printing

why not? if the MP u recorded is not enuff for u to print in a bigger size print, u do need to resize up, make it bigger. 10-20% is invisible and possible.
