No. For simplicitys sake, camera shakes are caused by slow shutter speed. When handholding, if your focal length is less than the inverse of the shutters speed, more than often you will get a blurred shot. E.g, if your focal length is 30mm you need a shutter speed of 1/30 or more to get a decent shot.
But manipulating the ISO does help indirectly. Increasing the ISO will increase the sensitivity of your capture, which means more light will be captured by your camera. Since there is more exposure to light, you can then set a faster shutter speed to match your focal length, thus eliminating camera shake. However, higher ISO introduces more noise.
