Handshake is usually due to slower shutter speed, not ISO.
You can try ISO50 and ISO1600 both using the same shutter speed.

You can try 1/3000 and 1/30 shutter speed, both using the same ISO

No. For simplicity’s sake, camera shakes are caused by slow shutter speed. When handholding, if your focal length is less than the inverse of the shutter’s speed, more than often you will get a blurred shot. E.g, if your focal length is 30mm you need a shutter speed of 1/30 or more to get a decent shot.

But manipulating the ISO does help indirectly. Increasing the ISO will increase the sensitivity of your capture, which means more light will be captured by your camera. Since there is more exposure to light, you can then set a faster shutter speed to match your focal length, thus eliminating camera shake. However, higher ISO introduces more noise.

The quick solution to all that is to get a simple monopod/tripod. *grin*

If you want clean images well exposed, you'll have to use a low iso and correspondingly a long exposure time. since you can;t compromise of either if those are your requirements, get the photog super ol' fashioned, low tech IS (image stabilization) - monopods/tripods.

Yup I agree. Read up on exposure. ISO rating, shutter speed and aperture are all inter-linked.
