You can't answer this question until you specify what a "correct" exposure is. For some people, it is important to retain highlight detail, whereas others want nice mid-tones with canned standard processing. You can easily construct a situation where the same unprocessed image could be called overexposed, correctly exposed, and underexposed by three different people.
With film it is even more difficult to tell than with digitized electronic sensor data - instead of sudden clipping, you experience gradual compression. Where does overexposure start in such a case?
