Is there anyway I can get the unstalled installed?

The file is not important and I do not want to pay for any commercial services.

Frankly speaking, 99.9% of the commercial programs, you can't reinstall an uninstalled. Don't bother to try.

It's not like accidentally deleted 1 file, and try to undelete. Programs consists of several files, dll files, share files or whatever files, uninstalling it will delete almost all these files immediately. It won't even go into your recycle bin.
