How do he makes this special effects and the soft blur around the border ?

to make the center sharp as in the original image, you can either
1) use a layer mask and a very soft edge brush to unmask the original background (which is sharp)

2) use History brush (works the same as the layer mask

One more question, how do people make their border ? like those photo on .Mac ?

Talk about leeching my photo......

well.. i used the select tool with feathering, circle one, and selected an area. then i inversed the selection, then i gaussion blur the pic..

border,
copy the pic
stretch the pic by how much border you want
gaussion blur
then paste the copied pic ontop
then stroke it...
