how to use CS4 to write this kind of chinese characters?

Anyone know how to write chinese characters like the below image? Normal chinese text i know..but how to make it with such effect??

that is font, probably. if you are talking about the title.

if you mean how to attach an outline to the text, google will show you how quickly.

take picture/scan from somewhere, and composite into the picture lor.

It looks like a font that has been touched up, to create the little bits of missing 'paint'. Should be easy enough to do with a small eraser brush in photoshop. The glow around it is outer glow under blending options.
