soften the rest... as in use the blur. unless u wanna do a lasso around the eye, give a few cm radius around it, then sharpen, then do history brush around the lasso area, then will look quite weird sometimes.
 

Trick is use a layer mask in Photoshop.

Apply Unsharp Mask filter to Background layer. Duplicate layer, apply same filter a couple of times more. Add Layer Mask to create a black mask to layer. This layer will conceal the sharpened layer. Use Brush tool, set foreground colour to white and paint away areas that need sharpening. Ta da!

Id say for most portraits, depending on the lens, 150-250%, Threshold 3 and Radius 1

But of course experiment and see what looks good!
 

i use USM 15% on entire photo, then select eyes and apply USM 30% and brighten up by 10%.
 

do try pretty large USM figures...you'll be surprised at the strength of the eyes :)
 

Try intelliactions... use the intellisharpen feature.. it will sharpen the edges and not touch the others.. you can also control the mask after it does so.
