Dun know locksmith's no. ? Me, I got too many locksmiths numbers.
Check your letterbox or near your doorbell, should have a lot of those locksmith stickers stuck on top of each other.

Are you too young to know that there is a book known as YELLOW PAGES?

how about a crowbar
or a cutter

maybe even a hacksaw
just make sure you have your IC and receipt with you when you do it.
you could even call the neighbourhood police post and tell them that you
are going to cut the cable of your bicycle.

you could request the assistance of your town council to cut the chain or break the lock in your presence. i had, on few occassions, ask them to cut abandoned bicycle chains near my block. they did it.

but i lost the only key.
Obviously i cant remove the pipe.

You can also buy a pair of lock/bolt cutters from your friendly DIY store.

undisturbed for 3 mths because it's right in front of my door. And i'm staying on lvl 11. So only a few neighbour pass by everyday.
But the thing is the bike belong to the house owner (i rent the flat).
And i lost the key, i ask him for backup copy but he said he only have one copy and tell me to cut the cable if i want.

Like mentioned earlier, get a cutter from hardware shop.
Tell them what exactly you need to cut.

Calling a locksmith would be very expensive, I won't be surprised if they quote you $80 for picking it.
