How to make a pic opaque ?

How can I make a picture looks like as if there's a layer of white over it so as to be used as background? Hope you get what I mean?

means to make it look like washed out? like a watermark?

jus reduce the opacity lor. simple/

 

[catchlights]

make a layer on top of your image.
fill it with white,
set the opacity of this layer to a whatever % looks nice to you.
flatten it.
