I do abit of architectural vis at work these are what i'll probably do if i'm going to be doing something punchy + contrasty
1> straighten the buildings perspective + maintain a straight horizon
2> sun direction should be obvious
3> crop away distraction element near the edges if any
4> sharpen the water reflection
5> abit of color balancing - more blues @ shdw area, orange @ bright areas
i think i did abit too much sharpening on the buildings in this sample
i guess one problem is you have a large expanse of water, while your subject is the city. Hence i added a little radial blur to hopefully draw the eye towards the city.
Also, just for fun, i increased the red and blue channels somewhat to simulate a late evening light. The rest is merely layering and saturation modification in ps. I cheated a little. Part of the pp was done using my own code.
This is the kind of over-the-top processing that not all will like.

This is the sunshine style I have been looking for.. However though the sun was perfect but original photo in post #1 just couldnt make it.. dunno what made it so dull and boring.. whole series from different angles were all the same.
I believe I can never PS them into style below..
