How to get this effect?

Dunno about how to achieve this in PHotoshop. But, to get this, just shoot with slow shutter speed and zoom out with your camera before the shutter closes.

Use a slow shutter speed e.g. 1/15 or 1/30 sec and take the shot while zooming out. This is the usual method. I do not know if it can also be done using photoshop. :)
 

yes, this is zoom effect, shoot at wide, change to long focal lenth during exposure, eg. 1/15s, trun or pull the focal lenth ring before shutter close.

you also can do this in photoshop, but in camera effect are more fun, and please don't over do it, you'll get sick when you seeing too many of these.

I have a coolpix 8800, I don't think I can use the zoom out trick with it.:(
Guess I'll have to use the Photoshop method and see how it turns out.

It is a zoom effect, but I doubt it was achieved in-camera. The blurring is too well controlled and precise to have been achieved by mechanical means, ie turning the zoom ring.

It's most likely a photoshop filter, radial blur.
