It's called "rain". As in, it was raining.

For the rest, it's mainly just conversion to monochrome with a slight Sepia tone added.

Yes using PS is one of the ways, but not the only way. There are many ways to skin the cat.

any image editing program can probably do it

also, can be done in cam. but of course conversion from color will always give you greater control over the tonality that you get.

ahh.. so this is where my photo is being used.
mrc0w> next time no harm asking for permission before use. If asked and get it, its a gift.. If didn't ask and took it, its theft... so be more mindful next time...


Anyway, as mentioned, I just convert the original to Sepia and do some leveling adjustment to achieve the desirable effect. Not rocket science....
