How to frame and add text to digital pictrue

Hi

I am a newbie to Digital Photography, heheh i dun owe a DC, scanning all the pictures from my P&S camera thru a color scanner.

Got a question to ask all the experts How do you all frame ur picture and add copyright text to your pictures before you post on the web? What software u all use?
