How to blur the background in Photoshop?

Does Photoshop version 7.0 allows to blur the background creating a shallow depth of field effect? If so, can someone let me know the steps in doing it. Thanks.

Alternatively if the magic wand does not work well, you can use the pen tool to crop out the main subject, make selection with a feather value of 0-1, invert and add gaussian blur.
