How to make the other parts b&w?

You have to first convert the entire picture to B&W. You can desaturate the picture to get the B&W.

Then after that, apply the history brush over the area where you want the colour to return.

sounds stupid that i ask this... but .... i am using photoshop elements and i cant find the history brush ... help?

Er... don't think Elements come with history brush. That's with Photoshop 7.0.
