Put some particles in the air for the light to reflect off.

Are you referring to an existing picture? You can either add your own sunrays, or use blending overlays.

Deliberate lens flare? Cheaper lenses have better effect. No coating.. Other than that would be exposure settings

Are you talking about post production or in production?

For post, can lower gama, use multiply layer, darken, increase contrast.
