That's a type of potter wasp (Phimenes flavopictus), collecting the earth in the flowerpot as nest building material. By all means try to approach and get a closer shot, this creature is not aggressive and will never sting unless actually squeezed.

Ops,sorry..not sure how to difference them,hehe.Oh,no wonder i saw it like scrubing at the soil while i took the picture,im about 10cm away from it,manage to zoom abit.Jus using the normal lens and thats as shallow as i could go hehe,moreover i use flash and worry about it getting scared and sting me or something haha.Thanks for the infovespa_bicolor,how do you know what type is it and including its scientific name too?

Haha, now you know not to worry!

I collected some specimens of this (both in Hong Kong and Singapore) and managed to identify them with some specialised publications on the subject. Strange thing is that there is no mention of this species being found anywhere south of Thailand, so I was surprised when I found it here last year. Take a look at my website (on my signature below) for more info (although I don't remember if I have put up a page on this species yet).
