You using PC or mac? If mac, you can use either iMovie or quicktime....

I'm using PC. My idea is to make the photo album in such a way that it run like a movie feels or slide form. I need to add texts too. I tried Adobe Photo Album but can't add texts & the results of the photo not that nice too.

I need it to be VCD.

Not sure what you really have in mind. But do take a look at DVD PictureShow. I've used it in the past... making VCDs from digital stills. The latest version adds in support for transitions.
