What is the budget range?

I also vote for Panasonic LX3.

Generally P+S picture quality is poor, and with 72 dpi and low tolerance for noise I would avoid such a camera.
But if you have to get one then see what you can get with a higher than 72 dpi, can shoot raw or tif, and good tolerance for noise at least up to ISO 400.

Even the lowest price DSLR will perform better than a p+s

Nowadays, many PnS cams are all at 72 dpi. Unlike in the past, it was higher resolution.
I think it's because they want people to buy DSLR instead of PnS cameras.

If you get an cheap entry-level DSLR (e.g. Oly E-420) which costs around $800-$900 (with kit lens: 28-84mm on E-420), it equates to 5x optical zoom on a PnS. ;)

the dpi of the camera has nothing to do with the image quality,
its just a setting n not absolute resolution.

10mp is still 10 mp regardless of the dpi.

???
28-84=5X
???

my calculator(my maths is poor) says its 3X.
