Help needed from Computer experts

HELP!, i keep getting this error sign. It pops out randomly, regardless on what program i'm on. Please help

Look like your PC is infected. Do a virus & spyware scan.
Another way is to use "System Restore" to a time before this happen.

Looks like a virus.
Launch a good virus scanner (with latest version), clean infected files and reboot !

i am using panda internet security, with anti virus and stuff. Did a scan but found nothing, incompetency of anti-virus? darn i just bought it for 70+

Start --> Help and Support --> Undo changes to your computer with System Restore
Select a date before this happen.
