This technique of shooting with a spotting scope is called Digi-Scoping, and there are many birders who do this primarily because the spotting scopes offer magnifications far far greater than normal telephoto lenses.

Just do a search on Google for digiscope, digiscoping.

Costs will vary according to the scope used. Entry level scopes like Kenko, Teleplus scopes are usually ard $500-800, and on the other end, you have the Leica, Swarowski, Nikon scopes at $2,000 and more.

Looks very much like an Afocal adaptor. Such methods have been used for at least 60 years with telescopes.
