group photo editing

I have a outdoor group photo taken with 30% absentees of 17/60 paxs. Intend to insert the absentees into the group digitally. Any kind folks out there has any idea of a better software for the simulation. ( I may convert a black background).

I'll just stick to photoshop.. But for you, just use whatever gfx editing prog you're comfortable with..
