Freezing motion in low light

Sorry if this is a bit of a newbie question.

If I were shooting at 200mm f2.8 in low light and trying to freeze motion - assuming that flash cannot go far enough, or flash is not allowed.

See this:

I tried several programs - Manual, Tv, Av. The max speed I could set was 1/250. Anything faster, the photo came out underexposed.

Is there any way to still freeze the motion - eg of the tail?

up your ISO, buy a even faster lens.

Using ISO400. Maybe should have tried something like 800 or 1600.

Can't imagine a 70-200mm lens that is faster than f2.8. Imagine the $!

There's always the 200mm f1.8!

Increase ISO or
shoot RAW, underexpose to gain a faster shutter speed - compensate during post-processing.

OMG!!! That's an ANIMAL PORN!!! Hahaha.... Are you using Canon? If so, you could hack the ISO to 3200. Then you can up the EV to the max abt 3 stops... If not try to get a powerful torchlight to shoot at the arse...
