It could either belong to a student or a member of the public.

I suggest you check the camera and bag for any tags or labels that provide information on the owner's identity. Failing that the next best option is to either contact TP or hand the bag over to the police, hopefully the owner may have made a report and the police will be able to return the camera and bag to the rightful owner.
