Yes... read the manual. You can control the output in the commander menu.

Yes, you can. Depending on which mode you use. For TTL & AA, you can only set by compensating +/- up to 3stops in steps of 0.3ev...For manual, you can control the flash power manually from full power to 1/64 on SB600.
