Can go to Changi Sailing Club, next to it there's space to fish but there's mozzies around so bring some repellent.
Tuas South Ave 6 and 9 is good. Can get good size queenies but difficult to access without vehicle and must walk a distance too.
Changi beach, at the the roll-on-roll-off Ferry terminal, not the SAF or Tanah Merah one. Go during low tide and walk on the granite, it is submerged at high tide. Good groupers there but take care when walking there, slippery.
Broadwalk is not good. Long before they built the broadwalk can get good size barras there. Now is tough because idiots will put drift nets at the drop off.
You can try Ubin near Chek Jawa, when there last week to recce, looks good, planning a trip there to see got action or not.
