Hoya is the brand name... other brands of filters for example are B+W, Tokina, Nikon, Marumi, Cokin, etc.

A polarizer is one that cuts of certain wavelengths of light, one application would be to reduce glare. A UV filter cuts of UV.

What you can do is to do a serach on wikipedia on filters or polarizer and you will find great explanations on them...
