Hi guys

So I saw these pics online. they're from an android phone.. any idea what android cam software i can use to get this effect? especially the glow around the buildings

[Octarine]

The 'radioactive glow' is a side effect of the automated HDR settings used. A good HDR image has no such glowing side effects.
The commonly used post processing software has tools that allow the partial adjustment of parts of the image to brighten up or darken them.
