A filter is used to filter light waves, and a protector is to protect the front lens element from the elements.

Some people use UV filters as lens protectors. Highly debated, 'kiasu' people get one for each lens. Since it's a piece of extra glass in front of the lens it can also have negative side effects on image under certain conditions. Search for 'lens flare' and 'ghosting'.
 

Still fuzzy leh, so should I get a lens protector or a filter? and with a filter, can i still cover with the lens cap?

differenc filters have different functions

eg - UV filter
to prevent UV from coming through
most ppl use UV or skylight filters as protective filter .

cause my friend tells me filter has a whole different function

im curious on what your friend told you about it..
unless its polarize or ND filters you talking here.

Understand first the purpose, then the decision becomes easier.
Yes, you can still put a lens cap on any normal filter. But there are slim versions of some filters. There you can't put on your normal lens cap. But those filters come with a special lens cap then.
