How do i take a shot at night of a city, leaving it for a longer shutter time to see the light trails left by cars, without overexposing the rest of the pictures?

very small aperture like F22.

Depend on the lighting condition and situation.
You can try to shoot
ISO100, f22, 15secs to 30secs.

i'm using sony H2, not a dSLR. So does that mean i need to increase my shutter speed further to compensate?
 

Use a black card..when no cars you cover so that u dun over expose...when the cars come you open to get the trails...
