Effectiveness of Static Brush

Cathay Photo is selling a small static brush for $10, a medium size one for $20, and a large one for $26. According to he salesman, it can be use to clean off dust on slides/negative film and lens.

Question : How useful is such a brush? Is it really a useful tool ... something which is better than a jumbo blower and lens tissues and some exhaled breathe ?
 

Can anyone share on how it works?
Do you have to like charge the brush before you use it or something?

No need. The brush itself is supposed to be designed in such a way that it conducts static charges away.

i use it to clean my lens front element, filters. useful to get rid of the tiny dust particles that a blower can't rid off.
