at mrt station, outside shopping malls, many times,i encounter ppl (not students selling flags) say they represent some children homes etc and ask e to donate.

they will show this clear folders w color printouts.

they are usually asking for lump sum (>$10) or regular monthly contributions.

anyone has idea how they operate?

the ppl are volunteers? salaried workers? commission based?

sometimes, it gets frustrating jus walking around. u ve ppl trying to get u to donate/sign up credit cards/buy insurance/do survey... ...

Ask them whether you can claim tax exemption when you donate. For registered charities, this will not be a problem.

Some charities outsource this part of their fund raising to private companies, so these people could be working on a commission basis.

AFAIK, nobody can just ask the public for donation on the street, the organization need get permission, can only carry out the donation drive on designated date, time and venue.

you can ask for proof if you are in doubt, anyway, donation is no obligation, can always decline if you don't want to.

Try this: ask them for their permit. You'd be amazed how many of them then disappear, especially the filipinas gathering donations for a supposed "children's home" in the philippines.
